These sound issues are really problematic. I had the severe stuttering issue with my sound. Switching from DX11 -> DX9 (as recommended in the SE thread) did solve the issue for me. You can change the setting in the Launcher window from the Gear Icon.The 44.1 Mhz sound change did not help.

Make sure to check and double-check all the settings. I've had a number of weird sound issues with the game where settings just changed for no reason at all; anything from sound being set to mute, to volume being 0, to the game somehow blocking all other sound channels.
