There is no voltage at the plug that connects to the high pressure fuel pump. I disassembled the pump and it was clean and it works well when connected to 12v on the bench. I've never seen one fail on that model in the last 15 years as a Mercury tech. Make sure you are firing on all cylinders. Start the motor up, take a good pair of insulated pliers and pull the spark plug boots off of the plugs (very easy to do on this model) the motor might quit or drop 300-400 RPM. Back that screw out about 1/4 turn and see if that's it. That's a ease of steering adjustment, I guess. I hope that solves your problem. The Mercuty 60-HP BIGFOOT engine now has a new battery and a new flywheel. I also tested the two regulators I bought; both had defects. They failed the diode tests in the manual (shorted from yellow to red leads). I got two new regulators, one cheap one off of Amazon and then a proper one directly from CDI just in case.2. The engine also has a throttle position sensor. This tells the computer how open the throttle is. When you are at idle, it would be fully closed. At full throttle, it's fully open.
